Memory is what decides whether a server holds together, so start there. The Starter tier gives 2 GB and 1 vCPU, which suits a private group. The Advanced tier at 4 GB is where most public servers sit, and Premium at 8 GB exists for the servers that stay full.
Storage matters more than people expect once mods and backups are involved - plans here run from 20 GB to 70 GB of NVMe. Moving up or down a tier later does not rebuild your world; it changes the limits on the container you already have.
If you are not sure, take the middle tier. It is cheaper to move up after a busy weekend than to spend one explaining lag to your players.
