Tick rate, plugins and the small amount of configuration that separates a server people return to from one they leave after a map.

TF2 is old, well optimised and cheap to host, which means the thing that decides whether your server is good is not the hardware. It is the map rotation, the plugin list and whether somebody is watching it.
The configuration that matters
Most of what people tune has no measurable effect. The handful that does: the map cycle, the player count you actually want, and the rate settings, which should be left alone unless you know precisely why you are changing them.
- A map cycle with fewer, better maps beats a long list nobody votes for.
- SourceMod and Metamod first; everything social builds on them.
- Reserved slots for regulars is a small feature that keeps a community together.
Population is a schedule, not a hope
An empty server stays empty. Pick two evenings, tell people, and be there. That does more for a server than any configuration file in it.
